Is Starlink Legal in Kuwait?

What Is CITRA?
CITRA (Communication and Information Technology Regulatory Authority) is the body responsible for telecom regulation in Kuwait. Its responsibilities include:
- Licensing telecom service providers
- Regulating imported communication equipment
- Defining allowed frequency bands
- Consumer protection in the telecom sector
What Does the Official Launch Mean?
The official launch means Starlink has:
- Obtained necessary approvals to operate in Kuwait (or is completing them)
- Ships directly to Kuwait through official channels
- Service is active — not just the hardware, but subscription and connectivity too
Common Regulatory Questions
Do I need a CITRA permit?
With the official launch, licensing procedures are expected to be simplified or integrated with the ordering process. We recommend checking CITRA's website (citra.gov.kw) for the latest requirements.
Do I pay customs?
Equipment shipped directly from Starlink may be subject to customs duties. Fees depend on:
- Shipping method (direct or through a broker)
- Customs classification of the device
- Any special arrangements with the official launch
Kuwait customs duties are typically ~5%, but verify at order time.
Are there usage restrictions?
We're not aware of specific personal use restrictions after the official launch. Commercial use may require additional licensing.
What about previously imported equipment?
If you have a Starlink kit imported before the official launch:
- It's expected to work normally with the new service
- Registration/licensing may be required — check with CITRA
Is a VPN needed with Starlink?
Starlink routes through ground stations. The connection is subject to the same internet laws as any Kuwait connection. No built-in VPN is provided.
