What Is Egypt's Phone Registration Law?


Since early 2023, the Egyptian government requires IMEI registration for all imported phones through the National Telecom Regulatory Authority (NTRA). Any phone entering Egypt must be registered within 90 days or it gets blocked from mobile networks.

Why Was This Law Enacted?



  • Anti-smuggling — massive phone smuggling avoided customs duties

  • Revenue collection — the government wants the 38.5% duty on every imported phone

  • Consumer protection — reducing counterfeit and stolen phones

How to Register Your Phone



  1. Download the "Telephony" app from App Store or Google Play

  2. Enter your IMEI (dial *#06# on the phone)

  3. If unregistered, the app guides you to pay customs

  4. Pay online or at any customs office

  5. Registration completes automatically within 24–48 hours

Exceptions



  • One personal phone: Travelers with one phone for personal use — no duty. Must activate with an Egyptian SIM within 90 days

  • Phones bought in Egypt: Officially sold in Egypt are auto-registered

  • Pre-2023 phones: Phones active before 2023 are automatically registered

What Happens If You Don't Register?


The phone works initially. After 90 days, you get a warning message. 30 days later, mobile network access is permanently blocked — the phone becomes WiFi-only.

Impact on the Used Market



  • Registered phones sell for 2,000–5,000 EGP more than unregistered ones

  • Always verify registration before buying used — ask the seller to open the Telephony app

  • Unregistered phones sell cheap but won't work with a SIM card
